IMPORTANT NOTICE for 911 Calls on Business Systems

DUO Broadband (Provider) is updating its Terms of Service, effective immediately and wanted to share the details with you. These updates were made in response to the Federal Communications Commission’s (“FCC”) passing and implementation of two federal laws, Kari’s Law and Section 506 of RAY BAUM’S Act, to strengthen emergency calling and enable first responders to more accurate and quickly locate 911 callers.

Overview of Changes to Terms of Service

Kari’s Law requires direct 911 dialing and internal notification capabilities in Multi-Line Telephone Systems (“MLTS”) that are manufactured, imported, offered for first sale or lease, first sold or leased, or installed after February 16, 2020. As a provider of fixed telephony, interconnected VoIP, Multi-Line Telephone System (“MLTS”), Telecommunications Relay Services (“TRS”) and mobile text services, Provider must also comply with the FCC’s dispatchable location requirements for fixed devices, outlined in 47 C.F.R. §§ 9.8(a), 9.11(b)(4)(i), 9.14(d)(4)(i) and 9.14(e)(4)(i), by January 6, 2021. If technically feasible, Provider must also comply with the FCC’s dispatchable location requirements for non-fixed devices, meaning any device that may be moved, outlined in 47 C.F.R. §§ 9.10(q)(10)(v), 9.11(b)(4)((ii), 9.14(d)(4)(ii) and 9.14(e)(4)(ii), by January 6, 2022. Compliance requires Provider to deliver dispatchable location information to the public safety answering point, along with the 911 call, at the time the 911 call is made. Dispatchable location information includes the validated street address of the calling party plus additional information such as room number, floor number, or similar information necessary to adequately identify the location of the calling party, to the PSAP with the 911 call (47 C.F.R. §9.3).
